Washington County is located in the southeastern portion of the state on the Ohio River. U.S. Route 50, State Routes 32 (Appalachian Highway), 670, 260, 550, and 676 cross the county east and west and Interstate Highway 77, and State Routes 7, 26, 145, 339, 555 and 821 run north and south. The Muskingum, Little Hocking and Little Muskingum Rivers flow into the Ohio River at Washington County.
During the early 1800s, shipbuilding became a thriving business in Marietta. Full-rigged ocean-going vessels were built and launched at the mouth of the Muskingum River, and floated down the Ohio River to the Mississippi River, then on to the ocean and world ports.
Major attractions in Washington County include Wayne National Forest, Campus Martius Museum of the Northwest Territory, Ohio River Museum, W.P. Snyder Riverboat, Showboat Becky Thatcher, Valley Gem Sternwheeler and Blennerhassett Island and Mansion.

The Washington County Public Library
The reference and business sections of the library offer a broad selection of trade publications and statistical information in addition to books on how to go into business.
The library is usually able to order books and publications for you from other libraries.
The library frequently sponsors training on using the Internet.
The library staff will assist you in finding necessary information, much of it available on the Internet.
The library is a good source for demographic information about the Washington County area.
The Washington County Public Library houses a variety of general business-related information at the main library in Marietta. This is a state license, issued by the county that pertains to the Ohio Sales Tax (see State Sales Tax). The charge for this is $25.
Applicants are advised to be prepared to supply standard information (name and address, phone) and social security number or federal tax ID number. Corporations will need their charter number.

Can provide general information on county business requirements including contact points for zoning regulation, soil test, control, hazardous waste, water and sewer, and building permits.
Provide referrals to other appropriate Economic and Small Business Development offices and personnel.

These returns must be filed with the County Auditor within 90 days after your first sale and thereafter on a yearly basis between February 15 and April 30.
Items such as inventory, machinery, etc., are taxed.
The Auditor's office is open from 8 a.m. to 5 p.m. Monday through Friday.
County Health Department
County Health Permit
Certain businesses may require approval and licensing by local health departments.
The Washington County General Health District inspects food service operations, including vending, mobile and temporary. They are also responsible for reviewing food service facility plans. Manufactured home parks, park camps, pools, wells, water haulers, sewage systems, sewage installers, day care, marina and tattoo establishments all come under the health department's jurisdiction.
The County Health District also tracks county vital statistics and maintains a division which implements public health programming.
Fees for the food service licenses vary from $95 to $235. A new fee schedule is expected to take effect in January, 2001.
The cities of Marietta and Belpre have their own health departments with jurisdiction within the city limits.
The office is open from 8 a.m. to 4:30 p.m. Monday through Friday.
There is an inspection, a waiting period, and a charge for this license, so be sure to apply early.

Small business persons should plan to visit the county building permit office if they plan to change the use of or make significant renovations to a building or construct a new building.
Drawings should be completed by an Ohio-certified architect or engineer.
Building licenses are issued for these activities with fees based on square footage. Minimum fee is $25.75.
The county building office is open from 8 a.m. to noon and 1 to 5 p.m.
Small businesses within the City of Marietta and the City of Belpre are advised to check with the building offices in those communities.

The City of Marietta Department of Development is planning several new development projects during 2001, pending receipt of grant funding.
Municipal Taxes
Municipal taxes are levied and collected by several different methods in Washington County.
Municipal taxes are collected through each municipality’s court system.
Contact the City, Village or Township Hall of the legal municipality in which you intend to operate and identify what taxing agency with which you are to deal.
Contact the appropriate taxing agency and identify your tax responsibilities.
Employers are responsible for withholding tax payments from their employees and remitting this to the appropriate taxing authority when due.
In addition to the tax on individual wages, a municipal income tax also exists on net profits of corporations, partnerships, estates, and trusts.
Be sure to recognize this liability and take the required steps to obtain the necessary forms so that you may file within the prescribed time period.
In Marietta, the city levies a 1.7% income tax.
Business owners may activate an income tax account with the city by phone, mail or in person.

Responsible for issuing zoning permits for commercial construction and building and zoning permits for residential construction.
Issues use and occupancy permits (fee $5), access permits (fee $20), flood plain permits (fee $10) and right of way permits ($20).
Small business permits anticipating changing the use of a building within the city limits must contact the city zoning and building department.
The fees for change of use permits range from $10 to $100.

The City of Marietta Health Department has inspection responsibility for any food service-related business within the city limits of Marietta.
Inspections are made of any permanent, mobile or vending machine businesses preparing or serving food.
Fees for inspections and resulting licensing range from $300 to $400 (plus additional state fees) for most restaurants depending on the size of the operation and the appropriate risk category. Like all Ohio health departments, Marietta Health Department is evaluating its fee structure, conducting hearings about fees and expects a rate increase in 2001.
In addition to previously existing food service locations and any new locations, the city health department inspects marinas, mobile home and RV parks, septic system installations and public pools. Grocery inspections have recently been added to the department's responsibilities.
Village of Beverly

The health nurse is responsible for all immunizations and is available from 8 a.m. to 4 p.m. Tuesdays.
The health inspector is responsible for inspection and licensing of all food service businesses, including mobile and vending machines, in the City of Belpre. The inspector reviews plans for new food service facilities as well as any existing facilities where use of the structure is changing or where the kitchen has been unused for more than one year. Public swimming pools, marinas and mobile home parks are also under the department's inspection and licensing jurisdiction.
Fees for food service licensing range from $100 to $300. There is no charge for plan review.

Municipal Taxes
The City levies a 1% income tax of net profit, plus 1% gross wages withheld for employees, to be paid quarterly.
Business owners may contact the tax clerk in person, by mail or by calling.
The office is open from 7:30 a.m. to 4 p.m. Monday through Friday.

New business owners are advised to consult with the Service Director before buying and/or building any structure
The City Planning Commission and the Board of Zoning Appeals meet to consider any applications for variances or zoning changes when the need arises.
The charge for building permits is $2 per $1000.
Signage restrictions do apply. Business owners are advised to contact the Safety Service Director about any signage requirements, as well as building restrictions (such as setbacks).
