Center at Marietta College to assist Washington County residents who have an interest
in starting or expanding a small business.
While it is nearly impossible to cover every facet involved in business start-ups

NOBLE COUNTY
NAMED FOR: Rep. Warren P. Noble, Ohio, House of Representatives, 1851
ESTABLISHED: April 1, 1851
2000 POPULATION: 14,058
LAND AREA: 399.0 Square Miles
COUNTY SEAT: Caldwell Village
Noble County is located in the southeastern portion of the state. State Routes 78, 146, 215, and 340 cross the county east and west, and Interstate Highway 77, and State Routes 83, 147, 260, 285, 513, 564, and 821 run north and south.
On September 3, 1915, the US Navy dirigible, the Shenandoah, encountered a severe storm while crossing over Noble County. The ship broke in two killing the commander and thirteen crew members. One section of the craft fell near the Village of Ada where a monument has been erected in commemoration of the disaster.
Major attractions in Noble County include Wayne National Forest; Wolf Run Lake and State park; Seneca Lake; First Oil Well Site; Caldwell House; Historic St. Mary's Church; and the Johnny Appleseed Memorial.

Many of the resources in this guide will assist you in developing a realistic plan prior to entering into business. Take the time to contact these sources of assistance and draw from
their skills and knowledge to complement and strengthen your chances of business success.
The following guide to area resources was compiled to include a representative cross-section of what is available. If the particular resource you contact cannot assist you personally with your need, they usually can refer you to someone who can.
This county has a vast and diversified group of
professionals who can provide invaluable information regarding the initial stages of your business. Early contact with the following could save you a lot of time, money and wasted effort. The Ohio Small Business Development at Washinton State Community College serves Noble County by offering one-on-one counseling, on site assessments, referrals, a resource center for research and development, workshops and seminars, and loan resources.
The Small Business Development Center also has information concerning statistical data for the county, manufacturers’ directories, current economic indicators of the county, local, state and federal legislation affecting the local business community, and lists of area professionals and businesses that can be of assistance to you and your business.
The Ohio State University Extension office is very active in promoting community and economic development in Noble County. In addition to performing outreach efforts for the Ohio State University, the extension office also spearheads as the county's economic development program. Information is also available about enterprise zones and industrial park sites at the extension office.

Noble County offers tax abatement incentives to businesses locating in Noble and Olive Townships and within the Village of Caldwell.
Fred Powell is President of the all-volunteer CIC. Current business before the CIC is limited due to the sale of all parcels in the industrial park.
Noble County does not have a countywide Revolving Loan Fund.
The Noble County Chamber of Commerce also offers opportunities for small businesses to meet and network with other business owners and access a variety of demographic and regional informative sources.
The unstaffed chamber office is located above the senior citizens center.
Due to the low volume of calls at the chamber office, the telephone has been temporarily disconnected. For the immediate future, all voice and fax calls are being referred to Lynda Carter at GMN Tri-County Community Action Agency.

Educational institutions offer a wide variety of assistance
and should all be contacted periodically to learn what workshops,
seminars, and training programs are scheduled.
Most publish an annual calendar of small business training

The Caldwell Public Library
The reference and business sections of the library offer a broad selection of trade publications and statistical information in addition to books on how to go into business.
The library is usually able to order books and publications for you from other libraries.
The library frequently sponsors training on using the Internet.
The library staff will assist you in finding necessary information, much of it available on the Internet.
The library is a good source for demographic information about the Noble County area.
The Caldwell Public Library houses a variety of general business-related information at the library in Caldwell. Among the titles available at the library are: Bring Your Employees Into the Business: An Employee Ownership Handbook for Small Business by Daniel Bell; Out of Your Mind and Into the Marketplace by Linda Pinson and Better Than a Lemonade Stand by Daryl Bernstein. Information to assist small businesses is also available on CD-ROM and video.

County Government, in many instances, administers licenses and
taxes for Ohio.
Be sure to fulfill your county responsibilities.
Failure to do so may result in the loss or delay in receiving a
necessary state license to operate your business.

This is a state license, issued by the county that pertains to the Ohio Sales Tax (see State Sales Tax). The charge for this is $25.00 and does not have to be renewed.

Can provide general information on county business requirements including contact points for zoning regulation, soil test, control, hazardous waste, water and sewer, and building permits.
Provide referrals to other appropriate Economic and Small Business Development offices and personnel.
The county commissioners are in session Mondays from 9 a.m. to 4 p.m. and Thursdays from 9 to 11:30 a.m. The Courthouse is closed Thursday afternoon.

The tourism association is responsible for directing and coordinating all
tourism activities across Noble County.

These returns must be filed with the County Auditor within 90 days after your first sale and thereafter on a yearly basis between February 15 and April 30.
Items such as inventory, machinery, etc., are taxed.
The Auditor's Office hours are: Monday through Wednesday, 8 a.m. to 4 p.m.; Thursday 8 a.m. to 11:30 a.m. and Friday 8 a.m. to 7 p.m.

County Health Department
County Health Permit
Certain businesses may require approval and licensing by local health departments.
The Noble County Health Department has oversight for the health needs for all villages in the County.
The County Health Department issues restaurant and food service licensing,
Small businesses may receive assistance with administration of TB tests ($5 fee) and employee inoculations.
The Department also issues water system and solid waste permits, maintains a home health care agency, and sponsors a variety of children and women's health programs.
There is an inspection, a waiting period, and a charge for this license, so be sure to apply early. Fees for the licenses vary according to the seating capacity of the facility. Fees are scheduled to be increased beginning in January 2001.
Licensing is also required for vending machines, mobile and catering operations.
The Noble County Health Department is open from 8 a.m. to 6 p.m. Monday and 8 a.m. to 4 p.m. Tuesday through Friday.
Sanitarians are most available to accept phone calls from 8 to 8:30 a.m. daily.

City Overview
Village of Caldwell
Enforce State Building, Electrical, Plumbing, and Gas Codes, and enforce zoning ordinance.
Issue permits, make inspections on new and existing buildings for electrical, plumbing, energy criteria, insulation, signs installed, etc.
Currently only a few areas of Noble County are zoned. As of 1998, the Village of Caldwell and 2 townships (Buffalo and Wayne) are zoned. For a current list of zoned townships, trustees, and inspectors, contact the Noble County Auditor’s or Engineer’s Office. If there is zoning in your township, contact an inspector.
