Morgan County is located in the southeastern portion of the state, accessed
by State Routes 37, 266 and 669, crossing east and west. State Routes 60, 78,
83, 376, 377 and 555 run north and south through the county
Morgan County is one of Ohio’s most unique counties, offering a wide range
of natural, historical and recreational attractions. The Muskingum River runs
through the heart of Morgan County. Although no longer used for commercial shipping,
dams and locks on the river are the last hand-operated locks in the United States.
The county offers excellent fishing, hiking and boating and boundless hardwood
forests in state, national and wildlife parks and preserves. The county’s
tourism department promotes many of the county’s quaint towns.
Established in 1817 by General Robert McConnel and named after General Daniel
Morgan of the Revolutionary War, Morgan County prides itself in its many historic
treasures. These include the Milton Dye Covered Bridge, built in 1923; the Howard
House, an antebellum mansion built in the 1850s; the Morgan County Courthouse,
built in 1858 and one of the most beautiful Greek Classic structures in the
state; the Opera House, built in 1890 and one of only a few opera houses still
in existence in the U.S.; and Rock Hollow School, a one-room schoolhouse built
in 1877.
World-renowned industry is located in Morgan County, including Malta Windows
and Doors, the second-oldest window company in the U.S.; Glacier Clevitea, the world’s largest manufacturer of replacement OEMs and after-market wall bearings; Gould Electronics, a multinational company manufacturing components for the electronics marketplace; and The Longaberger Company, the manufacturing
site for Longaberger woodcrafts products.

The library has easy access to more than 390,000 titles through a shared
computer system with ten other libraries in southeastern Ohio.

Vendor’s License
Is required of most retail establishments
This is a state license, issued by the county that pertains to the Ohio Sales Tax (see State Sales Tax). The charge for this is $25.00 and does not have to be renewed.
The Auditor's office is open from 8:00 a.m. to 4:00 p.m. Monday through Friday.
For cigarette sales, a license is also required and costs $30.00 (prorated), depending on date purchased.

Morgan County has no zoning, building permits, or building inspection requirements.
The commissioners office is open from 8:00 a.m. to 4:00 p.m. Monday through Friday. The commission meets the second and fourth Thursday, 6:00 to 8:00 p.m. and every Monday, 8:30 a.m. to 4:00 p.m.
Commissioners are responsible for, have oversight of and make referrals to all County offices, including: Litter Prevention; Conservation Office; Director of Emergency Management Agency; Office on Aging and Economic Development.
Commissioners also approve financial transactions for the County.

Driveway permit required for commercial entranceway or location with a driveway on a county road.
Responsible for county road maintenance.
Maintain traffic counts on county roads.
If business will need utilities crossing or boring beneath road, owner must come in for a permit.

Personal Property Tax
When you obtain your vendor’s license, you are given the form to fill out to report personal property.
These returns must be filed with the County Auditor within 90 days after your first sale and thereafter on a yearly basis between February 15 and April 30.
Items such as inventory, machinery, etc., are taxed.
Real estate is not considered tangible personal property.

County Health Department
Several municipalities in this area issue and administer this license and it would be wise to contact this county agency to identify any requirement.
Certain businesses may require approval and licensing by local health departments, for example, tattoo parlors, campgrounds, trailer parks.
The County Health Department issues restaurant and food service licensing, and are responsible for inspecting and approving all eating and lodging establishments. If food business, county tests well water annually.
There is an inspection, a waiting period, and a charge for this license, so be sure to apply early.
Fee for the food service license varies, depending on how food is prepared and stored -- $117 to $220. Fee is due on March 1st each year.
The County Health Department issues well and septic permits, reviews trash complaints outside the villages, and tracks birth and death statistics.
Licensing is also required for vending machines, mobile operations ($117) and temporary food service like at a fairgrounds ($35 per event).
The County Health Department issues permits for assuring that private water supplies, swimming pools and sewage disposal systems are properly installed and functioning.
Investigates any environmental problems which may pose a hazard to the public health.
Morgan County has NO plumbing code. Exception: commercial businesses are referred to Muskingum County Building Department (740-455-7905) to submit building plans to them to ensure everything meets state code (plumbing).
Business must comply with checklist of state regulations and license requirements.
Starting in March 2001, State Department of Agriculture will be transferring licensing and inspection of food establishments, like grocery stores and drug stores, to Morgan County Department of Health.
If you drill a well for a business, the Health Department refers to Ohio EPA for sample testing, which is done quarterly.

Home Bakery License
Home bakeries are licensed by the Ohio Department of Agriculture Division of Food Safety, but inspections are scheduled with the regional food inspector.
If you wish to sell baked good to the public, you must have your kitchen facilities inspected annually.

· Contact the City, Village or Township Hall of the legal municipality in which you intend to operate and identify what taxing agency with which you are to deal.
· Contact the appropriate taxing agency and identify your tax responsibilities.
· Employers are responsible for withholding tax payments from their employees and remitting this to the appropriate taxing authority when due.
· In addition to the tax on individual wages, a municipal income tax also exists on net profits of corporations, partnerships, estates, and trusts.
· Be sure to recognize this liability and take the required steps to obtain the necessary forms so that you may file within the prescribed time period.
· In McConnelsville, the village levies a 1% income tax.
· In McConnelsville, there is no local sales tax.
· Business owners may activate an income tax account with the city by phone, mail or in person.
· The Income Tax office is open from 8:00 a.m. to 4:30 p.m. Monday, Tuesday and Wednesday; 8:00 a.m. to 12:00 noon Thursday.
· Deadlines for withholding tax payments are due quarterly. Businesses are required to file an annual tax return no later than April 30.

The Village of Malta has no zoning code in effect.
Building permit is required. Fee is $10.00 for projects $250 - $1,000. Building permit is not needed for projects under $250. For projects over $1,000, fee is $10 + $2 for every $1,000 of construction.
Permit is required for water and sewer hookups. Fee is based on distance from service line.
