COUNTY SEAT: Woodsfield Village
Monroe County is located in the southeast portion of the state on the West Virginia border. State Routes 78 and 556 cross the county east and west, and State Routes 7, 26, 145, 255, 260, 536 and 800 run north and south. The Little Muskingum River flows through Monroe County and the Ohio River provides its eastern border.
Part of Ohio's Appalachian region, Monroe County has been called the "Switzerland of Ohio" because of its rugged hills and early Swiss settlers.
Major attractions in Monroe County include Piatt Park, Kiedaish Point Park, Parry Museum, Hannibal Locks and Dam, Fly Ferry, Foreaker and Knowlton Covered Bridges, Ring Mill, Monroe Lake and Wildlife Area, Wayne National Forest and the Ohio River.

Educational resources
Educational institutions offer a wide variety of assistance
and should all be contacted periodically to learn what workshops,
seminars, and training programs are scheduled.
Most publish an annual calendar of small business training
opportunities. Take advantage of these resources. It is clearly
to your benefit. The Ohio Small Business Development at Marietta College serves Monroe County by offering one-on-one counseling, on site assessments, referrals, a resource center for research and development, workshops and seminars, and loan resources.
The Small Business Development Center also has information concerning statistical data for the county, manufacturers’ directories, current economic indicators of the county, local, state and federal legislation affecting the local business community, and lists of area professionals and businesses that can be of assistance to you and your business.

The OSU Extension Service publishes a series of small business fact sheets dealing with subjects ranging from "Becoming A Child Care Provider" to "Selecting Employees for Small Businesses." For a listing of available publications or a copy of one, contact the local extension office or www.ohioline.ag.ohio-state.edu.
The county CIC is a non-profit organization that administers the county Revolving Loan Fund. The RLF is used to make loans to small businesses for land, buildings, machinery, equipment and working capital (see details Chapter 6). Monroe County also sponsors a Microloan Program to assist income-eligible small business owners with purchasing equipment, materials and working capital. Additional information about both loan funds is available from CIC Secretary Mary Jo Westfall. See Chapter 8 for additional details.
The reference and business sections of the library offer a broad selection of trade publications and statistical information in addition to books on how to go into business.
The library frequently sponsors training on using the Internet.
The library staff will assist you in finding necessary information, much of it available on the Internet.
The library is a good source for demographic information about the Monroe County area.
Among the 75 small business titles available at the county district library in Woodsfield are: Make Your Woodworking Pay for Itself by Jack Neff; How To Run Your Own Home Business and Planning Your Own Home Business by Coralee Smith Kern; How To Make Big Money at Home by Ronald Cooke and Home-Based Mail Order by William J. Bond.
Other titles and information may be ordered through interlibrary loan. Librarians also recommend small business owners consult www.oplin.lib.oh.us for resources. Bookmobile service is available throughout the county.

County Government, in many instances, administers licenses and
taxes for Ohio.
Be sure to fulfill your county responsibilities.
Failure to do so may result in the loss or delay in receiving a

This is a state license, issued by the county that pertains to the Ohio Sales Tax (see State Sales Tax). The charge for a vendor's license is $25. Transient license applications are available at the auditor's office, but must be forwarded to Columbus.
Personal Property Tax
These returns must be filed with the County Auditor within 90 days after your first sale and thereafter on a yearly basis between February 15 and April 30.
Items such as inventory, machinery, etc., are taxed.
The Auditor's office is open from 8 a.m. to 4:30 p.m. Monday through Friday.
Other Licenses
The Monroe County Auditor's Office is also responsible for selling cigarette, junk yard, show and dog licenses. Inspections of junk yards are conducted by the Monroe County Sheriff's Department.

Can provide general information on county business requirements including contact points for zoning regulation, soil test, control, hazardous waste, water and sewer, and building permits.
Provide referrals to other appropriate Economic and Small Business Development offices and personnel.
The commissioners office is open from 8:30 a.m. to 4;30 p.m. Monday through Friday. The commission meets on Mondays. Persons interested in meeting with the commissioners are asked to call the clerk and be placed on the agenda.

County Health Department
Certain businesses may require approval and licensing by local health departments.
The Monroe County Health Department conducts food inspections, issues restaurant and food service licensing and conducts food-borne illness investigations throughout Monroe County.
Under its Sanitation Activities, it also conducts well and septic inspections and issues licenses; monitors rabies control; inspects and licenses trailer parks and camping facilities, public swimming pools, day camps and solid waste facilities; investigates nuisance, vector and rodent reports; provides environmental and safety services to industries and schools,; administers and regulates flood plain programs and enforces subdivision regulations.
The County Health Department also tracks county vital statistics, sponsors medical, nursing and preventative health and wellness programs for women and children and offers a homemaker/housekeeper program.
Fee for the food service license varies and begins at $85.
There is an inspection, a waiting period, and a charge for this license, so be sure to apply early.
Licensing is also required for vending machines, mobile operations and catering. Fees range from $27 to $170.
The Health Department is open from 9 a.m. to 4 p.m., closed noon to 1 p.m., Monday through Friday.

Business owners are advised to contact the village utility office to arrange electrical, water and sewer service in the village.
Renters are required to complete an application, have it signed by the building owner and include a refundable deposit of $75 for electric and $25 for water and sewer. Building owners are required to make a non-refundable deposit of $20 for water and sewer service.
The utility office is open from 8 a.m. to 4:30 p.m. Monday through Friday.
A new substation is under construction by the Village of Woodsfield Electrical Service.

Municipal Taxes
Municipal taxes are levied and collected by several different methods in Monroe County.
Contact the City, Village or Township Hall of the legal municipality in which you intend to operate and identify what taxing agency with which you are to deal.
Contact the appropriate taxing agency and identify your tax responsibilities.
Employers are responsible for withholding tax payments from their employees and remitting this to the appropriate taxing authority when due.
In addition to the tax on individual wages, a municipal income tax also exists on net profits of corporations, partnerships, estates, and trusts.
Be sure to recognize this liability and take the required steps to obtain the necessary forms so that you may file within the prescribed time period.
In Woodsfield, the village levies a 1% tax or employees' gross wages and employers net wages.
Business owners may activate an income tax account with the village by phone, mail or in person.
A federal tax ID number or social security number may be used to open the account.
Village tax returns are due April 30 each year.
